Florent Rougon d9c879ff30 fix.dat parser: new class FixesLoader; change loadFixes() into a method 
- loadFixes() becomes FixesLoader::loadFixes();
- the previous 'cache' variable (NavDataCache *) is now a private member
  of FixesLoader, named '_cache'.
