AirportDyanmics::innerGetActiveRunway can unfortunately return an
empty string even when it return ‘true’. Check for this in the wrapper,
and switch to the fallback, to avoid returning a bogus runway to
other parts of the code.

Re-work how position-init and ATC-manager work together to do
parking assignment and fallback (when the parking is unavailable).
Improve the logic for the reposition case, and teach ATC-manager about
reposition explicitly.
When the parking is unavailable, explicitly fall back to best-runway
selection in finalizePosition.
Add many additional position-init tests, to cover all of this.
- change launcher to examine the scenery paths and hence load
ground-net files for airports to populate parking data.
- refactor ground-net XML parsing to use FGGroundNetwork only, not
AirportDynamics.
- change parenting of GroundNetwork to Airport, since it contains
immutable data now.
- when no runway use preferences XML exists, be smarter about using
available runways. Makes the common case of using two parallel
runways for arrivals and departures work, greatly improving AI
traffic behaviour.
- ATC functions move to GroundController, which layers above
remaining GroundNetwork functionality
- dynamics owns both the groundNetwork and the ground controller.
Ensure all FGPositioned related functions return SGSharedPtr
instead of raw pointers to allow automatic conversion to
nasal ghosts without custom helper functions.
In preparation for caching the groundnet in the NavCache, make taxi-nodes and parkings inherit from FGPositioned. As part of this, make them heap (as opposed to value) classes, disable their copy-constructors, remove many mutating operations, and give them real constructors.
- Change AIFlightPlan::waypoint into an independent class FGAIWaypoint
- Don't update leg count until the aircraft has passed the last waypoint that was created by the corresponding leg

The current code still has some rough edges, in particular memory still
needs to be deallocated where possible, and the actual use of the code
needs more testing. This code has been running without noticable problems,
so I think it's ready for some wider exposure. Detailed changes include:
- Finetuning of the SID/STAR data concept.
- Preloading of all SIDs, from one xml file.
- ATC determines which SID should be used and echoes this over the com1 or
com2 radio.
* Changed the runway XX. ATC message to actually report the real
designated departure runway
* In case of multiple active runways, select the one with a heading that is
closest to the direction of the ultimate departure destination / lines up
with the arrival path.
