Rename our own version of pu.h to FlightGear_pu.h per James advice. Remove inclusion of pu.h where it isn't requirted.

Add our own version of pu.h and use it to prevent bug #2362 on all systems. This can be done since pu.h is to be considered in code freeze forever anyhow.

Move fnt code from PLIB into 3rdparty
...
This enables us to fix TXF loading to use UTF8 paths, required for
handling non-ASCII paths on Windows.

Both of these are dependencies on the osgViewer / GLContext.

Use future-proof SGPath APIs.

Remove uses of .str(), .c_str() and some other methods of SGPath.
Pass SGPath directly where possible, or explicitly convert to the
appropriate 8-bit encoding.

Add Latin1 character subset to default FG font.
...
Copies HELVETICA_12 from PLIB to FG, adding some more chars needed for
Latin1/ISO-8859-1 (West European languages).
(SANS_12B and HELVETICA_14 also support Latin1, but not the other default
PLIB fonts).
