34cb1fd173 Added standalone localizers for CYTZ (Toronto/City Centre) bravo, CYKZ
(Toronto/Buttonville) runway 15, and CYOO (Oshawa) runway 12.  Added
LOC/GS for CYTZ runway 08.

All localizers and glidescopes for the province of Ontario, Canada,
should now be in the database.

bca71ddfd0 Add XTZ localizer and ITZ localizer/glidescope for Toronto/City Centre
(CYTZ).  They both use the same frequency, but in different directions.

d6db5103d9 Many ILS entries have no GS transmitter elevations in the DAFIFT. For these
I have updated the entries based on the FAA data.  Many GS transmitters have
no elevation in the FAA data either.  For these, I have set the GS elevation
to be the field elevation.

ad4a428f56 Fix to translate DME and TACAN X/Y channels to paired VHF frequencies

1a6a0a3f06 Updated based on DAFIFT data, FAA data, with any non-USA approaches that
currently exist carried over.  (Sorry for the previous screw up David, I
found a logic error in my script that prevented the carry over from not
working correctly.)

5490f701d8 Generate fixes and navaid information from DAFIFT files instead of
Robin Peel's database.  DAFIFT is missing some airports, but it's
fairly complete for navaids and intersections.

c08aa9f84d Remove duplicate entry for Uplands TACAN (UUP) -- it was mistakenly
entered as a DME *and* a VOR, rather than just a DME.
