Fallback URL when official catalog is not found.

Tolerate the case where a URL matching the exact FG version is
not found; lookup a generic URL, in the hope it supports our

Avoid some statics, and incidentally make the proxy host/port settings dynamic (re-init the subsystem to update proxy settings, woo).
