vmmeazza cafaeb78a1 Change the TACAN/frerquency from Channel/ground frequency to Channel/VOR frequency. This is a hack to overcome the hack in nav.dat. Not all TACAN channels have a VOR frequency pair, so those channels either have the ILS freqency pairing, or still use the ground frequency. It sounds like a mess, but it's a pragmatic solution. We might be able to sort out nav.dat in the future.
