6c55c12506 #395: default 3D cloud effect was max quality (instead of max performance) 
Use lower density/range settings for 3D cloud effect by default. Avoids
scaring new users with less powerful systems, while users with
powerful machines will happily increase the effect. Also, we do the
same for all other effects (default to low quality/best performance).

faa27266dc #232: reintroduce "point sprites for runway lights" switch 
Make runway lights work when point sprites aren't enabled (mainly ATI)
(also requires fg/sg update).
