Some minor cleanups. Propeller RPM should be more reasonable now, and
approach speed isn't ridiculously low.

Increased rudder, vstab, and hstab effectiveness as recommended by
Dave Perry. The tail comes up a little faster now, and the plane is
slightly easier to control on takeoff roll.
