Rembrandt: Add debugging properties and fix transparency issues. Side effect: light are not fogged (may be added in the light shader later) and depth buffer precision issues on light are more visible due to near plane really near (0.1m)

Allow shaders to be disabled/set through a commandline option.

Use --prop:/sim/rendering/shaders/quality-level=-1 to enable the custom
settings in the Shader Options dialog.
Apart from that the quality-level property will work as before (0 disables
all shaders, 5 puts all shaders to max.

Exclude "/sim/atc/runway" from being restored (written) by the generic
"restore-property-tree-on-reset" function, otherwise listeners are being
called and the (old) runway is shown again.

#395 : default 3D cloud effect was max quality (instead of max performance)

Use lower density/range settings for 3D cloud effect by default. Avoids
scaring new users with less powerful systems, while users with
powerful machines will happily increase the effect. Also, we do the
same for all other effects (default to low quality/best performance).
