Compositor: Ported most Effects to the compositor

Change shadow fallback technique index to -10 Canvas displays stop working with a technique index of 1000. There is no apparent reason for this, but changing it to 0 or a lower value fixes the issue. There doesn't seem to be any negative consequences from doing this.
